There are thousands of hits for that error in Google. I can't say what it necessarily means for a Dell PC.
I assume you are running the built-in Dell Diagnostics?

How long did you run the computer after CCleaner was run? Were there any reboots before you shut it down for the night?
Can you boot the Dell DVD to see if there is a Repair My Computer choice on the second screen? How to Boot your Computer from a Bootable CD or DVD
If so boot into it to run Startup Repair repeatedly, report back its findings. It may want to System Restore, which is fine.
If not try these other methods of accessing System Recovery Options
Thanks, I finally figured it out thank you All could not have figured this out w/out all the help from everyone.
It would help to know what was the problem and how it was fixed.
We cannot consider this caused by CCleaner without more information such as what I asked in last post.
I assumed it was Ccleaner because that was the last thing run on my computer before the re-start. I tried gregrocker's System Recovery Options and it worked. I think what happened is my drive got wiped partially if that's even possible . I lost everything but at least it's not as bad as I thought. Again thank you all. Sorry I can't be more descriptive but I don't know exactly what the deal was and I was following the on screen directions to fix it.
