Getting File Selection dialog boxes to display properly

Usually, when I get a dialog box where I need to choose a file or folder, the box opens in such a way that the 'Ok' and 'Cancel' buttons are off the bottom of my monitor. I then have to drag the box further up so that I can see and use the buttons.

Sure this is not a major problem, and there are millions of kids starving all over the world so why should this petty issue matter, but I could save some considerable time and hassle if there was a Registry tweak I could apply to change this behaviour. The dialog box, that is, not the people who cause the children to starve.

Anybody have any ideas, please?
