First how to install msconfig w/ boot.ini not found in the command prompt loaded from the windows 7 dvd. Safe mode/Windows destop seems not to be an option. How do you change the "Force changes" in msconifg to "Not force changes" option through the command prompt "X: soarces" section.

The msconfig utility isn't something you install separately via a command prompt but a gui found while Windows is running intended for system configurations. Perhaps a look at a few screens below will help explain how it works and the various applications. The first two will show a normal startup and the "selective startup" when something has to be disabled from auto loading along with Windows when starting up.

For editing boot entries or simply changing the default OS(between versions of Windows) here's a few more to show with and without a second boot entry.(being removed in one screen)

The screen above shows the second pop up screen when clicking the advanced boot options.

This one shows a boot entry being deleted. Note that a few of these were taken while beta and RC testing 7 back in 2009.

The Services, Startup tabs are for disabling or enabling, re-enabling various services and parts of programs to start or not start up along with Windows. The last Tools tab allows you to launch various other services like tha Action Center to make any changes there.

As for the "Force changes" you are referring to that would be seen in the second image where it is set for "selective startup". The non forced would be the normal startup option. This is all seen to while in Windows.
