Windows 7: What is the name of the toolbar under the menu bar?

What is the name of the toolbar under the menu bar?

And can it be disabled?

It was introduced in Vista... has buttons like Organize, Burn, New Folder (new to 7 I think).

It's pointless... I use none of those buttons. Can I remove it?
