What is the name of the toolbar under the menu bar?

And can it be disabled?

It was introduced in Vista... has buttons like Organize, Burn, New Folder (new to 7 I think).

It's pointless... I use none of those buttons. Can I remove it?

All of my systems still run fastest on XP 32-bit for the most part. Win7 is fun to play with, but I still prefer XP for raw speed, security, and functionality.
