I wanna create a fresh user account with no start up programes or servises just the os with its drivers so is there anyway to do that

Short answer: No.

Long answer: It could theoretically be possible, but it would involve extensive registry, security, ownership and permissions editing (together with all the problems modifying these items are likely to produce). The easiest thing would be to multiboot (create a 2nd installation) and then only install on that installation the programs you want. Quite why you want such an install that will, by nature, be wide open to malware, is a mystery.
