If you have deleted the cmd.exe file from c:\windows\system32 folder, you could find a copy of CMD.exe in the c:\windows\winsxs\ folder.
My 64 bit windows 7 has two sets of CMD.exe as shown in the image. you may have your system files hidden.
in windows explorer, hit the 'alt' key to bring up a menu bar >> tools >> folder options >> view >> show hidden files, folders or drives.
c:\windows\system32 is where it should live.

As long as the cmd.exe file is in c:\windows\system32 folder, it should work fine.
