I use a Iso from the internet and I activated it with a windows 7 genuine key I bought

But I think that doesn't have anything to do with the Latency

Ok, I got it from the TPB but why are you asking ?? :P In the meanwhile I fixed it by doing this: (See picture below) but what still is annoying to me is the Interrupts usage when downloading files ...

Yea... I think we both know why I'm asking. I'm sorry, but we can't help you with problems with your OS when you got it from TPB. I commend you for actually purchasing and using a Genuine key, but anything could have been done to/with the OS image prior to you getting it.

Do yourself (and all of us) a favor and do a complete format of that drive and a clean install with a genuine ISO:

Download Retail Windows 7 ISO from Official Website | Windows7hacker

Then report back whether or not you still have this problem.

Well, you could try a Repair Install if you wish. It might work, it might not.

Repair Install

Sorry, if those ISO's don't have a multi-language option, I'm not sure where to find them. Someone else might.

I would be very cautious downloading from a site that has the work (Hacker) in it.
My method is to buy OEM or Retail disk from a local store which come with proper product keys. That way if you have a problem you have local help and help if need from Windows 7 Forum and Microsoft.

It might be modified (torrents are usually modded). I hope it's untouched.

The site is windows7hacker but all of the links to the ISO's are to digitalrivercontent.net, the authorized MS partner for distributing them. Qualifying for MS support is in no way affected by downloading the ISO from the MS authorized site above. The license key is what determines your level of support, which the OP purchased.
