Try booting into Safe Mode and running Antivirus. If you still can't do that, it's time for a Clean Reinstall.

Try Repair Installing from your Windows Seven Disk (if you have one).
If that doesn't help:
I don't know if this will work but try restoring the File Types:
Default File Type Associations - Restore
Do this for every file type - Especially the exe.
What are the results of Malwarebytes run in Safe Mode if necessary?
Uninstall Norton and install Microsoft Security Essentials or Avast for best performance or at least to make sure the Norton bloatware isn't interfering.
If SFC isn't finding anything then run the Repair Install as a last resort before Reinstalling Windows 7
