Why is the context menu in Start Menu and Taskbar so small?
I know that the full version can be achieved while holding the shift key, but is there way to bypass that and have the regular full sized menu by default?

not as far as i know ; unless one resorts to magnifying windows entirely .
If you dispense with the Start menu and just use the All Programs menu then a right-click does indeed reveal a fully expanded context menu without having to press the Shift key.
It would seem that because the Start Menu is just a way of pinning your favourite programs it only reveals a truncated context menu unless you use the Shift key with the right-click combo.
Other than editing the system registry I don't know whether what you want can be done.
