    I can't create a new user account

Hi, I'm not a new user but....I am unable to create a new user account. I've tried the cmd run as administrator, i've tried starting is safe mode. It says I'm the administrator but I don't have administrator rights, the error message i get when trying to create a new user account is
"The specified account name is not valid, because account names cannot contain the following characters:`~’,*+-=.
    Please type a different name. " Help?/??/

last time I saw this it turned out to be the norton security suite preventing access.
...you wouldn't happen to have the norton security suite would you?

if not I would suppose just about any security software could result in a similar problem.
You could also have disabled fast user switching at some point which can affect new account creation.

I would totally uninstall whatever security software you have on your computer, then reboot. Don't disable it, uninstall it. It sounds like whatever you are running is interfering with your admin rights.

Oh, and just to verify - you aren't trying to use any forbidden characters in the username, right?

Ok, we need more information. Did you install Windows 7, or did it come preinstalled on your computer? Have you done any tweaks to Windows 7 (registry tweaks, removing/disabling services, etc)? Have you done any virus scans lately? Have you ever had a virus in the past on this current OS installation?

    verify something here
if you go to start menu type cmd hit enter then in the window that opens type
    net localgroup administrators
    and press enter again.
Is your account name on that list?
If it is not there is a rights problem with the current account.
If it DOES show, I would try starting Safe Mode with networking, and creating the account there.
