Light blue screen after i login to my account on windows 7

I dont know how it happened, one day i shut my computer down for the night and it was fine, then when i booted it back up this started happening, but it works just fine in safe mode, any ideas on what could be causing this.

If it helps heres my specs:

    4096 ram
    Phoenix - AwardBIOS v6.00PG
    Intel Core 2 duo cpu @ 3ghz
I dont remember what graphics card i have.

I'm really not sure what you are saying but I will try to help.
Does your computer Start Up properly and you get to your desktop. Every thing works correctly but the desktop is a light blue instead of a darker blue. If this is so right click on desktop/personalize/windows color/ and increase the intensity.

What were you doing with your computer immediately prior to when the problem started?

While in Safe Mode can you got to a restore point before all this happened?

Right click on the task bar, then click 'show the desktop' ... do you see your icons and wallpaper now?

If he can't "three finger salute", then I'd wager he can't right click either.
