minimized windows open and disappear

Minimized windows open and disappear immediately behind maximized windows. Like as soon as it finishes opening!
In order to view it or work on it I have to minimize the maximized windows. Or exit them.
I know I caused it somehow.

Does it happen if you use Ctrl + Tab or Windows key + tab to scroll through the windows open?

ctrl+tab work fine in ie widows+tab works fine in explorer it's only been doing this for about a week and I've been googling it and looking everywhere for options.

Have you tried disabling the Aero feature and see if it still occurs?

Another thing you can try is this:

Newly opened program/email does not open in front - Microsoft Answers

if 200000 doesn't work then try it with 0

I changed it to 200 seconds and that helps. On occassion the first item I open from jumplist might do that. Then they open & stay. From the linked article it seems related to mail program. I installed Window Mail last week so I might be uninstalling it
