Hello shank, and welcome to Sevenforums!

Here are some things you might try:
Error: “The System Administrator Has Set Policies to Prevent - Microsoft Answers

If that doesn't work, try this one (the registry edit): the system administrator has set policies to prevent this installation - Microsoft Answers WARNING! Be extremely careful when in the registry. If you don't know how to do it, don't!

    Thanks for your reply.
the problem I now have is locating the local group policy settings, I am advised to go to Admin tools and click on local security settings, then software restrictions policies, but there is no reference in admin tools section.

Do you have Win 7 Pro or higher? Otherwise, you cannot. And you can simply type that text into the start menu search to find it.
