When I watch youtube or tv on my computer, there is a lot of buffering (circle that goes around). I have no sound during the buffering. My question is is it my internet connection or router issue. Your explanation's appreciated. Thanks.

There are lots of things that can contribute to a slow network

For YouTube you can usually fix it by stopping the video for a couple of minutes to give it time to buffer. Then resume and it will work fine. For TV I don't know, but it may work the same way.

Your connection is simply just too slow unfortuantly I highly doubt it is a router problem unless this is a new problem.
Youtube allows you to set the quality of videos by selecting the "cog" symbol in the bottom right of the player.
Try setting to 240p for fastest results but like whs said short of upgrading your connection you should get the video playing then pause and let the red buffer bar fill.
