DUI70.dll is the Windows Direct UI Engine , so the problem is more likely related to you graphic card drivers would suggest updating your video drivers, disable aero, and run sfc /scannow (you will need to run this in an administrator console).
I have the most up to date graphics drivers I can get at the moment & there for windows 7, but as there intel drivers it would not surprise if there the problem. Intel take a life time to get there graphics drivers spot on.

Is it also possible DUI70.dll in windows is maybe corrupt? explorer exe. only stops working in control panel and nowhere else?

Thanks for your help i'll give sfc /scannow a run later on.

Ran sfc /scannow without intel drivers installed then with them installed with no problems found.

The same problem even happens with aero theme on or off in both cases?

Theres another thread with the same problem on this forum now, alot of people seem to have the issue. Someone said they installed some test updates and it fixed the issue but there just test updates only, so maybe when more updates become available the problem will be sorted out that way?

So what is the final fix for this? I do not have a xtra graphics card in my laptop. The problem I have is, whenever I start the control panel for the fidrst time, it hangs but then when I access it then, it hangs. So the first attempt always hangs.
