There may be various reasons behind it. Like

    • The taskbar is auto-hidden somehow.
    • The User account is corrupt.
    • The file system is damaged.
    • Explorer.exe is failing to load at its own.

For the first possibility, the solution is easier. Press Ctrl+Esc. If the taskbar and the start menu appears, turn off auto-hide.

If failed, boot into Advanced Boot Options > safe mode with command prompt and create a new user account following the Option 3 of User Account - Create. Then log on to the newly created account.

If the newly created account also behaves the same way, assume that the system files are corrupt and attempt another clean reinstall.

You state you formatted the drive. You did not state or indicate that you installed Windows 7.

Did you install Windows 7 completely? Including all updates.

It seems that one of the drivers or the graphics card is at fault. I system restored before installing the drivers and windows start normally everythingseems to be fine apart from the fact that the graphics card doesnot work properly. What should i do next?

Install drivers one by one and restart after each, see if you can pinpoint the conflicting one.

    Install motherboard chipset drivers first!
