    Well, at least it's not a systemic problem - there's just something going on with that one user. What applications are running in the background?

    You can always just start using the new user, migrate everything over, and be done with it - keep that in mind.

    Yep. If its okay in the new account, then something might have got messed up in that account.
    I'd say delete that account and start using the new account.
    Regarding migrating the old account's data, i'm a little skeptical about it. The cause of the problem may also get migrated by this.
    Instead, start using your new account as normal. Start installing apps which you use, but one at a time with a reboot between each installation to see if any app is causing that problem.
    For few days, keep an eye on the clock.

    Windows 7 Clock


    I finally found the installed program that was changing
    my clock..Erased the Program and the problem is resolved.
