There is, but you need to buy it from Dell.
When Dell manufacture a new computer they ship it with Dell Datasafe Backup software and as with most manufacturer's expect you to burn a set of recovery discs.
However, if you pay extra they will ship a windows DVD and driver DVD with a new computer.
My advice would be to contact Dell to see if they will sell you what you're after.
In addition you can also clean reinstall using a retail Win7 installer with the Product Key on the COA sticker affixed to machine. The only difference between that and the Dell DVD is the activation and some Dell branding on the Properties page are baked into the Dell Reinstallation DVD.

Usually you should be able to download the Dell preloaded software and drivers from Dell's website.
I haven't been able to find the driver download page for your model though.
Doesnt you dell come with a hard disk partition from dell to do a clean reinstall might wana check that also
Dell factory Recovery is by no means a clean reinstall - the farthest thing from it.

It is not very clear from your query as to why you are interested in Dell Windows 7 specific version.
To answer your query, DELL does have a Reinstallation DVD - not the Recovery Disk/s - which is nothing but the Regular Windows 7 media with OEM activation files and a multilanguage pack. One can do a clean install with it and such an install will autoactivate on installation. Such OEM activation is perpetual meaning you can do as many reinstalls as you would like on the same laptop with no restrictions whatsoever.( The same thing cannot be said with any amount of certainity if one installs using the regular media and COA key activation by phone. On this count alone I would prefer to keep the OEM activation in tact.) There will be no crapware and you have to install the necessary drivers which one can download from Dell Support site.
DELL does send this media free on request if your laptop is within warranty period. If you are in USA you can request online. In other countries you may call Dell Support giving all necessary particulars such as Service Tag No. etc. Just tell them that your hard Disk got corrupted by a virus and/or you are unable to recover from the Recovery partition. ( Yes, I got one since I was unable to do a recovery when I tried it.)
If you can get it from DELL go for it. I fully endorse seavixen32's advice on this.

^excellent. All my recommendations thus far to contact Dell Support for DELL Reinstallation DVD is based on this Ed Bott's report which I had read long back and then lost track of.:)
The OP in particular has to take note of this page on Dell and insist on Dell Support to send the reinstall media citing any one of the reasons mentioned therein. My experience with Dell India on this count could be rated excellent. I got the reinstall media the next day.
