Your brother has admin rights
You are standard user.

You wanna have admin rights?? If so, ask your brother to login and he can give you admin rights

Built-in Administrator - Enable from WinRE
enableadmin.exe only for 32bits Windows 7!! Now you can login as user admin without password I hope. Now you can set your own username with admin rights. Afterwords disable admin username again so it isn't displayed on logon screen

From Elevated Command Prompt
Code:
Net user administrator /active:no

That what security is for.

When standard user can breach it and jump to admin's right then Microsoft fails on it.

Try to convince your brother that you will never do any harm to your machine.

Can you run an elevated cmd prompt as a user, I thought the whole idea of elevated was Admin rights??
