After I restarted my computer my shortcuts started appearing this way. I already tried system restoring and that did not change the problem at all. Please tell me how to fix this problem.

Have a go at running a system file check. It almost appears as if the file containing the little arrow icon is damaged.
Give a shot at a system file check.
SFC /SCANNOW Command - System File Checker

If that doesn't work you can try rebuilding the icon cache, which would be the second method.

It should tell you if it found problems.
The icon rebuild is the next step, I edited into the post above you may have missed it.
