Last chance saloon for Win 7 cannot create a new user

OK you Win 7 Gurus it's Monday and I need some help! As for the past weeks I have trawled the forums looking for help on an issue that pops up a lot but none of the fixes apply to me.

I cannot create any new users I have one user me logged is a Admin. I will try a shorts possible tell you what I have done.

If I create a new standard user I cannot even login with this user I get this error

If I create a new Admin User I can login but the system says profile cannot be found System default profile applied see here

I have check the registry and have no backup file and no new profile as it refuses to create one.

I have also made sure Secondary logon is activated in Services. I get another generic error see here

I have tried several fixes but it will not recognise a new profile. My system runs fine besides this issue. So I do not want to do a reinstall if I do not have to.

From Event Viewer I get 2 errors
    • Windows cannot find the local profile and is logging you on with a temporary profile. Changes you make to this profile will be lost when you log off. Event ID1511
    • Windows cannot load the user's profile but has logged you on with the default profile for for the system. DETAIL - The system cannot find the file specified.Event ID 1505

The only thing I have done recently was to use Norton Ghost to take a full copy my HDD image to transfer to a SSD card. It was a full image and everything is as it was. So I may have had this issue before I did the image copy.

Really would like some help on this guys here is a picture of my registry if it help see here

    Please help me

Please take a look at this Microsoft article, which offers three possible solutions to your problem.

You receive a "The User Profile Service failed the logon

You may also want to consider a Repair Install: Repair Install

You could also boot into Safe Mode and try creating a new profile from there.

Lastly, have you tried a system restore to a point in time before the problem arose?

Restore point is no good as its an image it would take me back to old drivers of the old HDD and setup.
