Error assigning ownership "Unable to set new owner on.. Access denied" Hi,

I've a question about assigning ownership.
I'm logged in as user "Steph".
As Steph, I made a new folder "Documents_Steph".
Because she made the folder, she's owner of this folder.

Then I tried as Steph to assign ownership to a different user "User01".
But then I got the message "Unable to set new owner on.. Access denied"?
Though I thought that when you're owner of a file or folder, you can assign ownership to everyone?
What am I doing wrong?

Well, you have to run as administrator in order to do that. Make sure the account you're using is an administrator account. Even if it is, run the explorer "as administrator". It will as you for permission, but not for the password - since you're already an administrator. After that it should work. Let us know if it does not.

You're right!!
So when I'm admin, I can change the ownership from Steph (not admin) to User01 (not admin).

But the strange thing is:
In the book "Windows 7: definitive guide" there 's standing the following:
"If you are an administrator or the current owner of a file, you can assign ownership of a file or a folder to another user or group."

So I thought that I could (logged in as Steph) change the ownership to User01 because Steph is the current owner of the folder?
So the sentence above (in the Oreilly book) isn't correct??

So she can change all permissions..

So do you mean, I've to give user01 first the right "take ownership"?
And then I can change as Steph the owner of the folder from Steph to User1?

But isn't it possible, to assign ownership as a different user (owner of a folder) then admin?

For example on the site:

there's standing the same thing, namely:
.... Ownership can be taken or transferred in several ways. The current owner of a file or folder can transfer ownership to another user or group. ...

So I want to find the solution for this... Because probably I'm doing something wrong... But what..?
Maybe UAC? But that I disabled.. so...
