Windows 7: why does ie open in same window, not new tab when i ask it to?

why does ie open in same window, not new tab when i ask it to?

HI all! just a quick question. when i try to open a new tab, SOMETIMES a new tab doesn't open, it opens on the screen i am on. This sucks when trying to open several tabs from one page. Any ideas? or is it a glitch?

There is a setting for it.
Step #4 shows what you need to set in our tutorial> http://www.sevenforums.com/tutorials...age-opens.html

Make sure you check "Open pop ups in a new tab". This isn't mentioned in tutorial but it is checked in the provided picture at Step #4.
