Windows Explorer BUG - Can't install programs/upload files pics inside

Hey guys (first post), I've had this bug for about a week now and it's maddening. D3 comes out tomorrow and I just can't actually install the damn thing.

It came about after installing a new theme, since then I've replaced all those files with the originals, gone back to default theme and uninstalled everything related that I could think of. I've also virus checked and I can't restore back as this is a new install of Windows with no prior points.

The only way I can get to the file I want to upload is to spam backspace until I get to the root folders.

I literally can't change the install place of this / don't know where it's even trying to install it to..

Anyone have any ideas at all?

run sfc /scannow tool to see if it could find and fix missing/corrupt system files or perhaps run a system restore before that date where you install custom theme.

great!! Honestly I haven't seen /scannow fix much in the past but I guess it's good for something, haha. BTW please mark as solved, thanks.
