Windows 7: Filesharing/Network discovery setting problem

I have a problem with the Filesharing/Network discovery options settings in advanced sharing settings I am on a shared network and noticed other peoples computers appearing on Network icon in Explorer.



So checked settings and network and filesharing options were turned on, although disabled before.

Now I cant turn the damn things off. Every time I start computer ,despite having turned off the options and saved those settings, network discovery and filesharing options are on again and have to manually turn them off again on every computer start. Its driving me nuts -any advice be most welcome!
