Is there any message you get when trying to delete it?

What message do you get when the Folder in question does not delete?

In the meantime download and install Unlocker (Download Unlocker 1.9.1 Free - Get rid of error message like Error deleting file or folder, cannot delete folder: it's being used by another person or program - Softpedia) and try and delete the Folder with it.

sk0t0s pointed to the correct guide without explaining the need to "take ownership" over any stubborn file or folder that won't delete. The alternative to going through the various screens once you bring up the properties would be adding that option to the right click menu. Add "Take Ownership" to Explorer Right-Click Menu in Win 7 or Vista - How-To Geek

The first thing to check however is finding out if there are any sub folders under the main folder you are trying to delete. If any are present and are set for "read only" you will need to see each one of them removed by the same option before you can delete the main folder itself.
