Windows 7: My folder icons doesn't change when I change the icons unless refresh.

My folder icons doesn't change when I change the icons unless refresh.
When I try to change one of my folder's and shortcuts' icon, It doesn't change unless i refresh. Is there a solution to it? Thanks a lot!
