Windows 7: How do I install the data from my old hard drive onto a blank one?

How do I install the data from my old hard drive onto a blank one?

I have a hp omni 100 desktop and the hard drive is failing. I bought a new hard drive and wondered if there is a way to transfer the os and files from the old hd to the new blank one? I do have a set up to power up the old hard drive externally and connect it via usb. Thanks for any help.
