do I have to format the thumb drive in fat32? If I do, and that's the only format I can use, are you allowed to transfer files that large? Something about fat32 only allowing smaller file sizes?

The maximum file size for FAT32 is 4GB so that isn't an option.
7zip has the functionality to split files every X MB/GB. Install 7z, right click on your file, add to archive..., then on this menu, specify 7z to split the archive every 3GB or so. Transfer each piece via a flash drive, then to extract it, just right click the FIRST part and use 7z to extract it.
Alternatively, you could transfer it using a NTFS formatted external hard drive. Or even over your local network
