i have read this "The DEFAULT, SAM and SECURITY files should each be about 262,000 bytes in size.
The SOFTWARE file should be about 26,000,000 bytes.
The SYSTEM file should be about 9,900,000 bytes."

but sizes are not the same

You may have a corrupt registry. You should do a repair install of Windows 7. Here's how: Repair Install

First, you run Startup Repair , using the installation or recovery media , for three separate times, with restarts after every single run. it should be repaired.

If still not, do SFC /SCANNOW : Run in Command Prompt at Boot

Let us know the situation after doing these two.

tried startup repair before (not working)

SFC at boot (my cd room not working so can't do it + i cannot get into control panel because i'm stuck at that repair that never finish)

Try running system restore from a Windows cd: System Restore

If you run startup repair form the automated prompt, it may not work all the times perfectly . You are to do it using any bootable media, You may opt for a bootable flash drive.

USB Windows 7 Installation Key Drive - Create

EDIT:
for this, you need another computer to use, as you cannot go to the desktop of yours. You may use that one you are using currently.
