If you can right click on the file and select properties, see if the file is blocked.

Some people use Unlocker or a live Unbuntu disc and it seems like Partition Wizard free boot disk has a feature to get rid of locked files.

Try taking ownership of the file by using this shortcut: Take Ownership Shortcut
This will not work. Because whenever I right click the icon, explorer.exe immediately hangs.
if my above solution fails, try using this to take ownership of the WHOLE desktop folder
    Never, Never do this!

    do you have a folder:
    C:\programs\OGPlanet

If yes, delete contents of the folder and the folder.

Ok this is REALLLLLYYYY ironic. I don't know what happened but my computer keeps hanging and all browsers doesn't work. So I got pissed and went on safe mode with networking. And then I found out I could right click those programs and TADA! They were deleted. Thanks for all your help guys.

Good call, I'm surprised Safe Mode wasn't already mentioned.

I tried using the command prompt mentioned in those tutorials and it didn't work. Accidentally I found a way to delete the file. I tried renaming the file by right click and the renaming process was keep going on. To stop the process, I opened the task manager, killed the dwm.exe process (Desktop Windows Manager). The desktop got disappeared and came back after a few minutes...The file had disappeared!!
May be a crude way, which worked for me.

    IObit Unlocker

I spent countless hours reading everywhere on-line how to delete a silly file on my desktop...I had 3....IObits Unlocker solved the problem. Even went into Elevated Cmd Prompt...no go. This worked... 'Nuff said.
