Turning v-sync off with an Intel laptop?

Hey, so.. This might sound a litle newbie but this problem is really annoying and I really wanna fix it. So I installed Win 7 and I was all happy, fresh stuff and all. Well the problem was when I started playing games and the fps dropped to 60. I know my laptop is not that good but I know it can run CS 1.6 at 100 fps. Anyway, that was not really a problem at some games but it sure was at CS 1.6, everyone that plays CS 1.6 knows that having 60 fps at that game is really annoying. I realized that was Vertical-Sync ON, but at the game options there is no option to turn that off. So huh what to do? Yea laugh at my face I'm such a newbie but I really wanna fix this so yea.. Here's some informations about my laptop:

Processor: Intel Core Duo CPU T2700
    @ 2.33GHz 2.33 GHz
    Installed memory (RAM): 2,00 GB
    System type: 32-bit Operating System

You are aware that the human eye can't fetch more than about 25-30 pictures per second, huh? I've played CS and other games many times, and I aim at 30 fps, to get the most graphical quality out of those fps's as possible..

Eh? What are you talking about? There is no such limit only when vsync is turned on is FPS limited to a set number. Check your graphics control panel, it might have a setting to turn off vsync or make it application specific.

you can turn off vsync in the video card control panel by right clicking the desktop.

I seem to have had some success with the problem by doing this, and changing my graphics settings from High Quality, down to Performance. Also make sure you are set to Single Display Performance because mine was on dual display.

I saw an increase in fps from 15 to about 30-60 depending on the server. Still not where i want it to be but if i can figure out where to roll back to the 189.xx nvidia driver i think i might be in good shape.

The fps will be capped by your monitor's refresh rate. Enabling triple buffering may help.
