Windows 7: startup repair is not working

i had a problem with my windows 7 laptop
when i start it it showed me these choices:
Launch startup repair (recommended)
Start windows normally
i chose "Start windows normally" but it restarts and showed me the page again
then i chose "Launch startup repair" and when it finished it shutdown i turn it on it showed me the same page each time i select one of the choices it do the same thing
i wish you find an easy solution for this problem
and the name of the page i‘m talking about is "Windows error recovery"
