First time I have heard of this kind of problem. I would start with sfc /scannow in cmd. prompt/admin. It will run it and chech Windows 7 System Files and repair them if it can. Run it 3 times with a boot after each time. This can't hurt but might help.

No worries. You just have Task Manager in small footprint mode. You can double click near a border as show in the tutorial below to switch back to normal mode. :)

Thanks to everybody that replied. It was in small footprint mode and a simple double click fixed the problem.
Next question is how in the heck did get it in small footprint mode? I don't remember doing anything but obviously I did something.
edit: As Emily Latella would say "Never mind" checked the link and I must have double clicked to cause it, thanks again.

You may have just double clicked on a border area by mistake.
