    Location of bootmgr file.

Mine is sitting on the C drive i.e. it's not actually in the Windows folder. Is that normal?

bootmgr is a hidden system file which set on the root directory of the C drive and as far as I can remember that is where it has always been.

If you are booting up - then it is in the right place.

That may be the C: partition - not necessarily.

It depends on your installation history.

If you look in Disk Management, the partition labelled System , Active will be the location of bootmgr.

When it comes to computers you can make any partition anything you want. Dell and a few others have taken the first partition which is called the C: partition (for all practical purpose) and put in some of their predatory crap. However if you are one who builds your own computer and I have build over a thousand for work the bootmgr will always go on the C partition and that will be in the root directory which was your original question. You can also call your first partition anything you want such as WXY or Z but the Active partition will have your bootmgr which again will be on the root directory.
