How to prevent Hard Drive re-allocating Names ?

I serached for this but only got a result explaining how to change H_D Names. I know how to do this but my problem is how to prevent existing drive names being re-allocated , usually when I had , say , a USB drive .
Is this achieved by allocating these external drives letters towards the end of the alphabet , such as "z", "Y" .. etc ?

You can allocate drive letters to USB drives by using "Disk Management".

One of my USB HDDs is set to "T:".
It always shows up as "T:" whenever I plug it into my PC (drive letter "S:" is available, but not chosen)

Warning
I'm not sure what will happen, if you allocate the same letter to multiple drives and then start plugging them in (simultaneously).
