Download using command prompt

Hi people... earlier i had a query and your suggestion made my life very easy and I am really satisfied with the same. Right now I have another question. In my office I am not able to download files. I somehow cracked the password and got admin rights to my computer in my office. I now want to download iTunes in my office desktop. When I try to download i get a pop up that "the contents have been blocked" hence I am not able to download. Is there a way to download using command prompt? I am sure and aware of downloading from ftp site using the command prompt but not any other files using command prompt. Please help me!
