If the screensaver is turned off the timer is disabled, so the count down can't be changed.
As I mentioned before, this seems to be an issue with Windows itself. If you do a bit of searching, you'll find numerous people asking the same question around the world.. Quite a few people have also asked on the MS TechNet forums, and in each post that I have seen a moderator has requested that the information be passed onto the software development team.
Have patience good people, it'll be resolved at some point before we die. But if it isn't, I highly doubt it'll cause any of you sleepless nights because your monitor doesn't go into standby automatically...
