Is It Legal To Use Someone RC Download With My Own Key
Do Microsoft mind if I use someones downloaded copy of Windows 7 RC provided that I get my own key code which they are still issuing?

It should be fine. Microsoft has stopped supplying the downloads, but is still supplying the keys. I must be dumb as a stump with with a head bump, I was just getting and saving the 64bit key code just in case I get a copy and found that when I got the 32 I went ahead and got the 64 so I am good. . . minus the being a dumb stump thing.

You can also use someone elses RC key since there are only about 10 or so different keys for each version (x86 or x64) that were given out to the entire world.
