Very good question AddRam. If the desktop and control don't work their must be more wrong. I think those things should be investigated if the OP cares to.

Does it tell you something when he doesn't have SP 1 installed?

Yes, he needs to perform a 100% clean install.

It looks to me like a infection or someone has been in the registry doing things. A clean wipe and install is a great idea.
