Yes I ran the step 13 of the tutorial you suggested & there was no change.
Still no "Show Files, etc." under Folder Options.

If this has just recently happened, then you may be able to do a system restore using a restore point (if available) dated before this happened to fix it.

No...it's been around for about a year I guess. Never really needed access to system files until recently.
Windows Secrets had an article about a method that could be used to rejuvenate win 7 without disturbing any user files. I think I might check that out.
After backing up, of course.
