Start Task Manager ... do you see it in the list of 'processes'? If you do, end the process.
Reboot into safe mode and see if you can delete it from there.

Have you tried taking ownership of the file before attempting to delete it?

Have you run a scan to see if the file contained any malware? If not, try MBam.

download Malwarebytes' Anti-Malware to your desktop
    |MG| Malwarebytes Anti-Malware 1.40 Download
    * Double-click mbam-setup.exe and follow the prompts to install the program.
    * At the end, be sure a checkmark is placed next to Update Malwarebytes' Anti-Malware and Launch Malwarebytes' Anti-Malware, then click Finish.
    * If an update is found, it will download and install the latest version.
    * Once the program has loaded, select Perform full scan, then click Scan.
    * When the scan is complete, click OK, then Show Results to view the results.
    * Be sure that everything is checked, and click Remove Selected.
    * When completed, a log will open in Notepad. Please save it to a convenient location. Copy and Paste that log into your next reply.

If its a Video, it might be due to your burner still accessing it, or your player still accessing it. Try taskmanager and KILL all burner programs, kill all viewer programs. check properties of this video, it might be set to READ ONLY. There are several SUPER GOOD 3rd party programs which will
KILL-DELETE nasty programs which hang on. You also might run a FULL WINDEFENDER Scan, an see it detects a "BUG" in the Video.
Do you have a Firewall active? What is your AV? what Anti-malware?

If I can delete Office 14 (2010) 4302, you can delete that video.

If it wants to hang on than a restart should be sufficient to delete it. If not than it could very well be malware

Just to reboot your computer is ehough, don't run any programs before you try to delete it. If it still doesn't work, try Glary File Shredder.
If File Shredder still doesn't work(it's not very possible for such a failure), there maybe some programs auto-started with PC boot which are being access to the video, like burners. Please check that and disabled them from auto-starting with PC boot. And try again rebooting PC and follow the above steps.
