If i install Win(xp) on a new PC will it erase all from Hard or just C

It is far better to use a virtual freeware like XP Mode, Virtual Box, VMWare or VMPlayer to run XP at this late date.

It will only do to those other partitions what you tell it to do. If you want to be 100% sure, disconnect other drives and only leave the primary drive connected that will be C.
But yes, I agree with gregrocker. New hardware is designed for newer OSes. XP runs like a champ when virtualized.
Chances are that you will not find XP drivers for your new hardware. So do yourself a favor and make an image of your installation ( the C partition and the system partition) before you start mucking around with it. Then at least you have a fallback.
Regarding the impact on partitions - it depends. If you designate a seperate partition for XP, you get a double boot scenario and it will not imapact any other partition except the system partition where your XP BCD will be added.
