Windows 7: unable to permanently delete the users in C drive

unable to permanently delete the users in C drive

I have created several user account on my Windows 7 laptop
after I deleted them through "user accounts" in control panel
some of the user folders still exist in c:/users
I tried unlocker, it's not working
every time after I restart, the user folders pop out again

any idea? please let me know if any info is needed
