Windows 7 computer stuck at startup screen when i run windows 7

When i do system repair it comes up with a cmd saying im missing files or something i will post pics if needed.

I tried running a program that SIW2 gave to me with the cd and idk what to do.
Also on the boot drive it says theres nothing on it

What is missing there ? Please let us know. And what is you trying to run from CD ? Let us know ?

Idk siw2 gave me a program where i start it up and its a fish at the beginning

when i do start up repair the cmd says this:
REM couldnt perform the screening because couldnt detect 2 HDDS on the screen
C:\system.sav\util\mbrinst.exe /ini C:\system.sav\util\mbr.ini /u /q echo mbrinst returned %errorlevel% >> C:\system.sav\logs\mbrinst.log
