Windows 7: having cmd problems

having cmd problems

my cmd aint doing basic commands such as ipconfig or ping im currently useing windows xp for gamming reasons i tryed everything on this post here http://www.sevenforums.com/crashes-d...x-error-2.html noone of that seems to work for me in my system enviromment variables path ;%SYSTEMROOT%\System32\wbem;C:\Program Files\Java\jdk1.7.0\bin

Neither of those commands require an elevated command prompt, although both of them work when run as an administrator.
