I also encountered this problem. Didn't realize I had it until some folders showed "Driver". That made me frown. Three fiodlers that are called "Drivers" in the same folder? Hmmm..
Do you have a NVidia GPU? I sometimes get this when uninstalling the NVidia driver.
The solution turned out to be to re-install the nvidia driver and:
Windows Registry Editor Version 5.00
[HKEY_CLASSES_ROOT\Directory\shell\New Window\command]
@="Explorer.exe /e /n,%1"
instead of
@="Explorer.exe /n,%1"
What is causing this behaviour? Anyone?
