I can't add or remove keyboard languages in win 7 x64

Hello All,

I am trying to find the solution to my problem but still can't.

Problem is that I can't add or even remove the keyboard languages from my system.

It simply does nothing when I try to do that via bar or even via control panel nothing happens as if the buttons doesn't work (Control Panel> Keyboards and languages>Change Keyboards)

But I found out that in Event Viewer there is a following error even in application
