Hello computer ai 201 .... I guess your system is not not showing any icon at all. I also gusee that after that restart you can use the start button normally. Is it ?

I have experienced a lot of such an issues, but no known solutions worked. Couple of days ago our member Cata posted a fix .... this post, you may try this to fix your icon cache . But Before doing it, backup your registry and create a system restore point .

If it does not work, I am sorry but I cannot suggest you anything better than a Repair Install . I am sorry for going to the last step of fixing, but saying again, I have seen and experienced no known fixes worked there in your situation, many a times.

Here is something might help. System File Checker.
SFC /SCANNOW Command - System File Checker
Have you used any registry cleaners/tune ups?

Can you start task manager?
Either via right click on the task bar and select task manager
Or via ctrl-alt-delete then start task manager

Once task manager is running:
...go to the processes tab
...press the button named "Show processes from all users" (lower left corner)
...then (in the upper left) click on File > New Task (Run...)
...type in "cmd" (without the quotes)
...place a check by the option to "Create this task with admin....."
...click the OK button

Now you can do your sfc scan.
