You'll notice that in the progression in device manager you select NETWORK ADAPTERS and then select the power manage tab.

Did you update your Display driver for the video card?

Hammerhead gave you a picture of the Power Management tab on the Device properties box.

You access these Devices to update and adjust properties by double clicking on them in Device Manager.

Oh, yes I have found it. Sorry about that. I had more than one Network Adapter and it was confusing me. Those options have already been checked. I am 90% certain this is an Nvidia-AS Rock problem. I tried the official drivers and I tried the beta drivers for my GTX 670, but I just don't think the motherboard "agrees" with it. This guy's description

is very similar to my problem, yet clearing the CMOS does not change anything for me :/

Alright, I have come back for an update on the situation. I sent the RMA in and received the new motherboard, yet the problem still persists.

Bios Power Control

I don't know how much tweaking you have done in the bios. I am suggesting you look at the power control in the bios and try different sleep states and you might even tweak the power option reovery.

I haven't OC'd my processor and have only tweaked the settings so that my computer will boot and function. I changed my storage config settings so that my SSD is the only thing to boot, I set my RAM to their factory default timings (I also left them at the defaults assigned by the BIOS; this did not fix my issue),and I turned the HD Audio on my Motherboard on (turning it off did not solve my issue).
I will play around with the power options, but currently the system shuts down correctly as long as I am using onboard video and the problem of the GPU not being detected in the PCIE 3.0 slot still persists.
